A non-market based way of limiting plastic bag consumption is
to ban it completely. These non-market forces may be a country's only
option in curbing runaway consumption. Many less developed countries
lack the infrastructure to collect taxes or enforce quotas so their
only option is to ban usage completely. This usage may provide an
economically low level of plastic bag consumption; however, it is a
second best alternative that is preferable to the free market outcome.
